The long-awaited FAA MOSAIC (Modernization of Special Airworthiness Certification) rule was officially announced during the EAA AirVenture Oshkosh 2025 air show. This landmark regulatory update marks a turning point in light-sport aviation for pilots, flight schools, manufacturers, and the entire general aviation community.

By moving away from rigid weight limits (1,320 lbs) and embracing a performance-based framework focused on stall speed, MOSAIC is set to make aviation more accessible, innovative, and dynamic. Bristell is proud to confirm: we are fully Mosaic Ready!  

MOSAIC & New Possibilities for LSAs

On July 22, 2025, during the FAA’s press conference at EAA AirVenture Oshkosh, the final MOSAIC rule was unveiled and signed into action. It was published in the Federal Register on July 24, 2025. The rule becomes effective on October 22, 2025, with new aircraft certification provisions taking effect July 24, 2026. 

The key points of the MOSAIC rules:

  • No more 1,320 lbs weight limits - Light Sport Aircraft eligibility is now performance-based, primarily on stall speed.
  • Up to 4 seats allowed in LSA airplanes (sport pilots are still limited to carrying one passenger; higher certificate pilots may use all seats).
  • Retractable landing gear and constant-speed propellers are permitted; sport pilots need proper training/endorsements.
  • Night flight is permitted for sport pilots with training, endorsement, and a valid medical certificate (third-class or BasicMed).
  • New propulsion options approved, including electric.
  • Broader use cases - LSAs may be used for limited commercial operations such as banner towing, and aerial photography
  • Simplified certification - manufacturers can follow FAA-accepted consensus standards instead of a full type certificate, reducing cost and complexity.
  • Maintenance privileges expanded - privileges for light-sport repairmen are broadened, further lowering ownership and operational costs

FAQ.

Why is Mosaic important for flight schools?

Flight schools have long relied on older Part 23 trainers, many of which are now 40 to 50 years old. MOSAIC-certified aircraft provide schools with new, factory-built options that are fuel-efficient, modern, and fully FAA-compliant for training use.

This helps reduce maintenance costs while introducing students to more advanced systems early in their training.

Can sport pilots fly larger and more complex aircraft now?

Yes, sport pilots can now fly airplanes with retractable landing gear and constant-speed propellers, as long as they receive proper training and endorsements. However, they are still limited to carrying only one passenger.

Any limits on MTOW or speed?

MOSAIC removes the old MTOW limit. Instead, stall speed is limited to 61 knots (landing configuration) for aircraft and 45 knots for gliders, and the maximum cruise speed is 250 knots. A totally new approach with flexible design possibilities that suits Bristell.

What about IFR and night operations?

MOSAIC permits light-sport aircraft to be equipped and approved for IFR and night flight. Sport pilots may also fly at night if they obtain the proper training and endorsements; otherwise, private or higher-rated pilots may use them without restrictions

How many seats are allowed in MOSAIC LSAs?

Up to 4 seats (but sport pilots may only use two seats).
